“Homeowner associations (HOAs) are the fastest growing form of home ownership in America. In metropolitan markets, they can account for over 2/3rds of all new home construction. HOAs are quasi-governments that collect mandatory fees to pay for services and enforce architectural standards and rules in the same way that any government can.”

Some fundamental principles which all HOAs should follow when enacting rules and policies:

1. All rules need to be written.

2. All rules should be available for inspection.

3. All rules should be consistently enforced.

4. All rules should be necessary.

5. Never try to out rule scofflaws.

6. Rules can be compromised.

7. Run new rules up the flagpole.
